Program and Job Description:

Our client is the prime on a program that is in option year 1 of a 5 year contract. It is very healthy and currently looking for help with a recent upgrade.  To support this effort they are looking to add a Target Analyst Reporter to this 500 person team.

Day to Day Responsibilities:

The Target Analyst Reporter prioritizes, assesses, evaluates and reports information obtained from passive and active collection, network evaluation and analysis, combined with related collateral sources when appropriate to provide synthesized product to customers. The Target Analyst Reporter writes reports which may require significant editing; may require assistance in determining reportability of an activity; requires assistance in locating reportable information (i.e. can only run basic queries or may require raw information to be provided); may require assistance in determining the focus of report; is familiar with basic SIGINT reporting policies; may require familiarization with SIGINT and collateral report repositories to conduct research that would enhance reporting the ability to pull information from multiple sources and combine it into reports/products in response to requests by management and external customers; and requires mentorship and/or significant guidance from Government personnel.

Required Skills:

Level Two Required Qualifications:

· At least 8 years’ experience related to job description, 2 of which must have been within the last 5 years.

· Can discover new targets based on geographic patterns or changing communications patterns in the data.

· Independently process and develop SIGINT Geospatial information across DNI and DNR disciplines, recognizing the convergence of circuit based and packet based telephony, and the increased emphasis on development of internet based tasking and targeting.

· Perform quality control on reporting and/or geospatial products for accuracy, readability, and relevance.

· Capable of working with others to publish geolocational data in formal reporting. · Possess a basic understanding of SIGINT collection.

· Can task own selectors with assistance of senior analysts.

· Knowledgeable in internet protocols, internet routing, and multiple communications technologies (e.g. GSM, CDMS, Thurya, etc.)

Level Three Required Qualifications:

· At least 12 years’ experience within job description, 2 of which must have been within the last 5 years.

· At least 3 years of experience as a Target Digital Network Analyst, Network Exploitation Analyst, or Target Analyst Reporter.

· Prior demonstrated experience in the use of software applications and databases associated with network analysis and target development

· Advanced ArcGIS user

· Independently process and develop SIGINT Geospatial information across DNI and DNR disciplines, recognizing the convergence of circuit based and packet based telephony, and the increased emphasis on development of internet based tasking and targeting.

· Perform quality control on reporting and/or geospatial products for accuracy, readability, and relevance.

· Mentor and Leadership qualities, suggest where to improve mission capabilities.

· Review scripts/traffic that reference locational data and performs the necessary steps to locate targets/persons of interest.

· Seeks to introduce new SGA tools in to the office to enhance current office capabilities. Understands the need to use a suite of tools to find a target/person of interest. 2

· Understands frequent changes in priority or focus and adapts quickly. Shows flexibility and initiates new locational searches depending on ever changing mission environment.

· Mentor junior SGAs on the use of tools and practices.

Level Four Required Qualifications:

· At least 20 years demonstrated experience related to job description, 2 of which must have been within the last 5 years.

      o 12 years demonstrated experience specifically within the scope of a Target Analyst Reporter

      o 8 years of experience as a SIGINT Geospatial Analyst, Network Exploitation Analyst, or Target Digital Network Analyst.

· Experience in drafting and/or editing for release finished, serialized SIGINT product reports.

· Ability to author reports based off simple traffic or a limited amount of traffic.

· Knowledgeable of various technologies and/or topics to identify analytic vectors.

· Experienced in the principles and methods of exploiting foreign communications and communication systems to identify, collect, analyze process and disseminate SIGINT information in accordance with established requirements and priorities.

· Experienced in the use of software applications and databases associated with SIGINT report writing and target development.

· Demonstrated application of advanced SIGINT reporting, e.g. the use of STI, unusual tearlines, Post-Publication actions, RFIs, etc

· Familiar with SIGINT and collateral report repositories and demonstrates incorporating independent research to enhance reporting

· Demonstrated ability to independently discover reportable information within office workflow tools.
